Critical Regulations You Need to Know to Avoid Penalty

Solvent Emissions Directive

SED is a European Regulation and its aim is to reduce VOC (Volatile Organic Compounds) from specified processes.

The Solvent Emissions Directive is now applicable to all drycleaners, whether new or existing, and is being enforced by Local Health Authorities in the UK.

Penalties for not conforming can be severe – it may even put you out of business.

All Dry Cleaners

  • Your dry-cleaning machine will have to meet the requirements of the Solvent Emissions Directive.

  • You will have to apply for a Permit to Operate from your Local Council prior to operating the dry-cleaning machine. We can help with this.

  • What do I ask for ? A permit application for dry cleaning installation & activities under the Pollution Control act 1999. Regulations 2000, SI 1973 (as amended)

S E D Requirements.

Where PERC is used -

The dry cleaning machine and the Drycleaner must comply with the following requirements:

  • A maximum of 20 grams of solvent consumed, per KG of product cleaned. A weekly inventory of solvent used and product cleaned shall be maintained and held on site for inspection for 12 months.

  • Implement a procedure of checks and maintenance requirements for each dry cleaning machine.

  • Document training given, and names of operators trained, for machine control and solvent use.

The machine must be equipped with:

  • Door locks and door open interlock to shut down the machine use. To include all other openings i.e. Button trap, lint screen, still.

  • A spillage tray 110% capacity of the largest solvent tank.

  • A secondary water separator

The machine must automatically shut down as the result of:

  • Failure of water supply or cooling ability of the still, condenser or refrigerator.

  • Failure in the machine heating system that may prevent effective drying.

Other features must include:

  • Thermostatic control of the still to set a maximum temperature for the solvent used.

  • The heat source must turn off at the end of distillation.

Inspection of refrigerated systems

Recent legislation demands that, any Engineer working on refrigerated system is required by law to have the qualification ‘Safe handling of refrigerants F gas J11'.
All drycleaning machines with refrigeration charge of 3kg or above must have an annual safety inspection carried out by the competent person.

Working with Gas appliances

All companies carrying out work on gas equipment are required by law to be enrolled on the Gas Safe register of Gas Installers.

Dane Realstar has carried out extensive training, enabling us to be GAS SAFE registered to carry out industrial installation work and undertake the maintenance of gas-fired equipment installed in Laundry and Drycleaning establishments.
